- Investment Agreement: Commit to making a refundable, five-year term investment of CAD $1,000,000 through IQ Immigrants Investisseurs Inc., along with a non-refundable financial contribution of CAD $200,000 to the same entity. These investments do not accrue interest.
- Language Proficiency: Demonstrate an oral French proficiency level corresponding to Level 7 on the Quebec scale of French proficiency (speaking and listening).
- Education: Hold a diploma obtained before your application submission date, equivalent to at least a Quebec secondary school diploma.
- Work Permit and Physical Presence: Successful applicants will receive a work permit from MIFI. Within two years of its issuance, the principal applicant (and their spouse/common-law partner, if applicable) must reside in Quebec for at least six months.

The QIIP Application Process: A Step-by-Step Guide
The QIIP application involves a two-stage process: provincial approval by Quebec and federal approval by Canada.
- Quebec Application Submission: Prepare and submit a comprehensive application to the Quebec Immigration Visa Office, including correctly completed forms, identity documents, proof of net worth, educational qualifications, business experience, and police clearance certificates.
- Quebec Application Assessment: A Quebec Immigration Visa Officer will meticulously review your application, verifying your net worth and its legal acquisition, as well as your management experience and other qualifications.
- Interview or Waiver: If your application meets the program's standards, you may be invited for a personal interview with an Immigration Officer. In some cases, an interview may be waived.
- Investment & Quebec Selection Certificate (CSQ): Upon a successful interview (or waiver), you will receive instructions to wire transfer the required funds. Once the transfer is confirmed, your Quebec Selection Certificate (CSQ) will be issued.
- Federal Application Submission: With your CSQ in hand, you must submit a complete application to the Canadian Immigration Visa Office within one year. This includes your CSQ, identity documents, police clearance certificates, and federal processing fees.
- Medical Instructions: The Canadian Immigration Visa Office will issue medical instructions. You and your accompanying family members must undergo medical examinations by an approved physician.
- Passport Request & Right of Permanent Residence Fee (RPRF): After medical results are received, you will be asked to pay the RPRF and submit your passport for the issuance of your Canada Immigration (Permanent Resident) Visa.
- Permanent Resident Visa Issued: Your Canadian Immigration Visa will be issued with an expiry date, by which time you and your family must enter Canada to complete your landing as permanent residents.
